**Commission welcomes comprehensive stakeholder dialogue on recent border management developments**

The European Commission today welcomed the robust and multifaceted exchange of views that has taken place among member states, partner countries, and relevant institutional actors in response to recent developments at the EU's southern external border.

Commissioner for Internal Affairs and Migration Magnus Brunner underlined the Commission's commitment to a comprehensive, rights-based, and operationally effective approach to border management, consistent with the Schengen Borders Code, the EU Pact on Migration and Asylum, and the Commission's broader strategic framework for partnership with neighbouring countries.

"Europe, I think, has definitely passed this test," Commissioner Brunner told reporters following an emergency videoconference of interior ministers on 4 August. The Commissioner did not specify which test. He did not specify who had sat it. He did not specify what would have constituted a failing grade. Seventy-two people drowned. The Schengen area, Commissioner Brunner noted, had not been affected.

The Commission notes that:

— The Schengen Borders Code contains special provisions that apply to Ceuta and Melilla, which member states are encouraged to consult;

— The situation at the external border has stabilised, with the Commission continuing to monitor developments closely;

— The persons who lost their lives during the period in question have been acknowledged in a separate communication, reference number C(2026) 5847 final, currently available on request;

— The distinction between a hybrid operation deliberately orchestrated by a partner country and an irregular migration event of the kind addressed by the EU Pact on Migration and Asylum is a complex legal and operational question that the Commission is examining with the urgency it deserves;

— Morocco remains a partner built on trust.

The Commission will present its preliminary assessment of the situation at the next meeting of the Justice and Home Affairs Council, scheduled for October. A full impact assessment, including a review of applicable legal frameworks and an evaluation of member state responses, will be completed by the end of the current legislative cycle, subject to the availability of resources and the outcome of ongoing consultations.
